It does not cover it. You can get an unlimited plan for picture/video messaging for an additional $15. So that means you will be paying $25 for unlimited for all messaging. If you only have unlimited picture messaging it will cost 25 cents for every picture message you send and recieve.
If you have a camera phone, it includes picture messaging (and video messaging). Otherwise, it only includes text messages.
