Unfortunately no. Even the higher LX, EX and Si trims were non-vtec in 1990. Here in the US market, the first models to feature vtec were the 91 NSX, the 91 Integra GSR, and the 92 Civic Si. In Japan, there was a 1990 Civic that had vtec, the Civic SiR and Civic Special Edition. In Some other markets there was a similar model, the Vti/Vti-R.

Not to mention that all the moldings and mirrors are all painted to match the vehicle, and the dx engine is 1.6 Non VTEC (from 96-00, 1.5L non v-tec from 92-95). EX engines D16Y8= 1.6 VTEC to B16A2 1.6 DOHC VTEC. DX some come without power steering. The list just goes on. It all depends on the year of the honda.
