Yes. It's the idle air control. When car is parked and throttle blade is closed it allows air to bypass throttle blade in throttle body. If it were stuck closed or wide open (too lean) car would not start/stall or idle poorly. Check the obvious first-fuel pressure and spark if it cranks or have codes read if any.

It did for my civic when my iac valve was disconnected. Car ran like crap also when put back together car ran better and not more smoke, I would get that checked out check your engine codes it will let you know if the iac is starting to malfunction
