it could be the ac evaporator under the dash, it might be clogged its like a radiator the blower motor pushes air through it where the air gets cool
The radiator fan motor is electric. The fan motor fuse may be blown. The fan motor may need to be changed. The engine should not be operated when it is running hot.
Most likely the electric cooling fan motor in front of the radiator is not working. When the AC is on the cooling fan motor pulls heat out of the AC condensor which is located in front of the radiator. When you are driving on the freeway enough air is forced through the condensor to keep the engine cool but when you stop there is no air moving through the radiator or condensor so no heat is being removed and the engine gets hot. When you have the AC on check to see if the radiator fan is on, if not then either the fan motor is bad or there is an electrical problem.

Two easy ways to tell are if the motor takes too long to warm up. This means the thermostat may be stuck open. If the motor gets hot and the top hose on the radiator is not warm the thermostat may be stuck closed.
i have found that about 95% of the time on fords after rebuilding the motor that you need to replace the radiator and that will solve your problem.

Low coolant? Cooling fan not working? Radiator plugged or dirty and needs to be boiled or flushed? Defective radiator cap? Behind the front grille is an electric fan motor. It is supposed to come on when you turn on the AC to keep the radiator cooler. If it's not coming on, and the car is sitting, the longer you sit, the hotter it gets. Once the car starts moving again, it starts to cool down. You could have a bad motor or a bad motor relay. I swapped 2 relays and it did the same thing. Got another motor from a junk yard, good as new.
You didn't say anything about changing the thermostat....and when you changed the head gasket did you have the head checked for cracks....But first, be sure that the fan comes on and maybe back-flush the radiator. AND when you fill it with coolant be sure to get all the air out.

No most fans run off a sensor and thermostat when your motor gets hot the sensor turns on the fan or if there is a load on the motor the fan will come on.Other than you cannot turn your ignition on because of the worn tumbler.
That smoke is steam. You have a leak in the radiator or a hose. Take it to a mechanic.
