It depends on what you mean by Mk2.
Original Mk1 caddy was a pick up based on Mk1 Golf sold until about 89
Then the Mk2 Caddy was a van based on Seat Inca (Polo and Ibiza) but is sometime referred to as the MK1 Van.
This is where it gets confusing as at the same time as the van was on sale, they brought out another Caddy pick up based on the Skoda Felica pickup so it is either the Mk2 pickup or the Mk3 Caddy..
Now since 2004 there are new van varients out sometimes referred to as the MK2 van, Type 3, type 20 or Mk4 Caddy....
I have a 99 Mk2 Caddy (van) and it does not have central locking or remote central locking as standard but I fitted a kit from ebay to give it remote central locking

Fob is short for finger operated button. It is usually used to describe the remote for a car locking system.
The central locking is controlled by an electronic device called the central locking control unit that is bascially a relay. There are normally 4 wires that go to each door. Two of the wires connect to the lock mechanism and tell the central locking control unit whether the doors are locked or not. The other two wires connect to the actuator which can either take the form of a motor or an electro magnet. The Central locking control unit connects these wires in one direction to lock and the opposite direction to unlock the doors. Most modern cars also have a remote sensor that detects the signal from a remote key fob. This send a radio or IR signal to a detector which then connects to the central locking control unit to tell the car to lock or unlock. This uses a coded signal that is unique to that particular key fob.
if yopu have replaced battery in remote key fob put key in ignition then turn to postion1 the press the buttons on the fob a few times this simply resets the fob to the car then alll will work as should do

it can be the vacuum pump that is not working.the vacuum pump is in the boot on the right hand side. remove cover, put hand on vacuum pump and feel if it starts when remote is pressed
If the car has an alarm system or remote locking (Key fob) the locking control box is behind the side trim in the (UK) passenger footwell, if there is no alarm there is no relay box the system works off the door being locked and it sends a lock command to the other door
