Any problem whose solution could not be agreed upon could be tossed out to a dictator during the republic. The consuls did not always agree and the tribunes could veto their decision if they did. Most of these problems were of a military nature, but civic matters were also addressed as during the Dictatorship of Sulla.

The office of dictator was created during a dire emergency. It was not a situation when the consuls could not agree, but was the immediate and direct way ( as per the Republican Romans ) to deal with the crises. The term of a dictator during most of the republic was a limited one, often perhaps a year at most. If the emergency was still not solved the dictator could be appointed for an additional amount of time and /or a new dictator could be appointed if the first one failed.
