Not only is it more readily able to adjust to elevation changes (adjusting fuel mixture), but bikes tend to run smoother when cold, produce fewer emissions, and are generally simpler to keep running well for long periods of time.

To the best of my knowledge there is absolutely no difference with the fuel tank itself, the main difference in CA bikes VS 48 states has to do with the computer/fuel injection map. There are also noise restrictions which may cause the exhaust/manifold system to be different.

Carburators do not have PCV Valves, they have PCV filters, this filter may also exhist on earlier model Grand Ams because of the type of fuel injection system used (Pre '95 single injection vs Post '96 multi-injection). The part you are looking for should be on the top of your engine. It has been awhile since I owned that model year car but I do believe that it is located on the right hand side towards the rear of the engine valves (Drivers side of engine). Hope this helps!
