This question deserves an answer longer than is possible here. Reconstruction had several major goals. These included ensuring that slavery was completely ended, helping rebuild the industry of the south, getting crops planted again, making certain that the secession movement was completely disbanded, and getting the railroads and ports operating again. Reconstruction was essential because almost the entire ability of the South to support its people was destroyed in the war. Railroads were nearly gone, as were many docks and bridges. Crops had been burned and never replanted. The United States desperately needed cash to pay back war debt, and the South was the source of around 80% of the export income for the whole country. It was essential to make certain that tobacco, cotton, and grain could be produced and sold to foreign buyers. Reconstruction aimed at helping with all of this. As with any major government-led program, Reconstruction was very attractive to people who would cheat and steal from the projects. Many of the managers of various projects aimed at helping were either incompetent or were more interested in helping themselves. Many southerners deeply resented Federal aid and actively worked to stall Reconstruction projects.
