In terms of US politics, a divided government occurs when on party controls the presidency which the other controls one or both houses of Congress. When the government is divided, it can be difficult to pass legislation. Nearly every issues, fiscal, or social, is split along party lines. Bills passed by one house many not be passed by another if the two are controlled by different parties. If both houses are controlled by the same party bills supported by the party may have an easier time passing through to the President; however if the President is from another political party he is likely to veto the bill.
