The kitten wont be able to climb the stairs so you have to have a litterbox on whatever floor it is on. For an adult cat you still only need one litter box on one floor

Don't feed the kitten cow's milk, it doesn't have enough nutrients and the kitten will starve to death. There are plenty of substitute cat milk formulas on the internet. Go google it.
The answer to that would depend on your willingness to give time and effort; ie if you want a low-maintainence pet, I would suggest a fully mature (but not an old geezer) cat, instead of a kitten. However, if you are willing to give more, or want to get two or more, I would recommend a kitten. Note: Make sure the kitten is old enough to be taken away from it's mother; a few weeks may not be enough!
