if the mother is still around and is able to give the kittens milk then dont stop her. supplement milk is no where near as good as mother's milk. it doesnt have the nutrients the kittens need to survive and keep strong. but if you have new borns which dont have a mother or the mother is unable to provide milk then as the vet for help and supplement milk is the only answer.
as long as they are genlty patting (not hitting) and the mother cat is not upset by the children touching the kittens i dont see why not Make sure they dont touch them until the kittens' eyes are open otherwise the mother might get mad and could stop taking care of them .
I dont know for sure but the ranch that i work at had weaned the foal/fillies from their mothers. There are these horses down the street from me and they are mother and son. The son was not weaned and now they are inseperable. So, i dont know if that helped, but good luck!!

If it is very young and is still nursing then PLEASE DONT DO IT. The kittens will want to drink that instead and stop nursing from their mother, therefore dying from lackof nutrients. If the mother is dead, then buy a substitute. If the kittens have stopped nursing, I still wouldn't let them drink it until they are three months old because it is hard for them to digest it at such a young age. Hope this helps:)
