Look for a bad grounding wire. If the fule gauge sending unti is properly gounded, it should send the signal to the fuel gauge, make sure the fuel gauge is grounded. You may have a bad fuel gauge.
The reading will vary from empty to full.

My 2001 had the same problem. There is a GM recall to replace the sending unit.

More than likely the fuel level sending unit has been damaged or the wiring may be damaged or disconnected.
You can, but you have to drink a ridiculously large amount. A normal quantity of water will do you no harm, whether on an empty stomach or not.
