I have a 1996 Explorer with the 302 V8 and I get 13-14mpg around town and 18-19mpg on the highway. It is killing me.

Depends if it's a V6 or V8 It is a V8.
Depends on what vehicle it is installed in.
They don't put a V8 in that year wrangler.
