No, the airbag system, and the steering system are completely different. The airbag, in the centre of the steering wheel (i assume) can be replaced. Lets say for example, your vehicle has a crash, and the airbag is deployed, you will need to replace it, and then remove any fault codes from the airbag module (or ECU). If the airbag light is illuminated, but the airbag hasn't deployed, this indicates a general fault (which shouldnt be ignored) Personally id have this investigated by a trained technician, as an exploding airbag isn't something i'd like to be standing next to! SRS systems are complex and rely on a control module, its more electric than it is mechanical, replacing a steering column would just simply; replace the steering column...
Yes and No. As far as the steering column no, that is part of the chassis electrical system. The ignition is part of the power train.
The 2005 Cobalt has an electrical steering system. There is no power steering fluid used. The steering column has lubrication points.
Smoke from the steering column indicates a short in the electrical system. Have it towed to a mechanic so they can find the short. Disconnect the battery so you do not cause a fire.

It doesn't have a power steering pump. The system is electric, and the motor is located behind the lower knee panel attached to the steering column.
In an automotive steering system, the steering wheel, steering column, rag joint, steering box/rack & pinion, power steering pump & hoses, pitman arm, drag link, center link, idler arm, tie rods, tie rod ends, steering knuckles/spindles, tires and rims.
You can't bypass or reset security system, bring it to the dealer.
