Yes, just yesterday (17 February 2012) flags over New Jersey were flown at half staff in respect for Whitney Houston. It is not uncommon to show respect in this way for civilians.

How many US soldiers were killed in World War ll?

Your question can be interpreted two ways. First, if you are referring to soldiers as all military personnel (to include Army, Army Air Corps, Navy and Marines) the answer according to the Department of Defense is 291,557 killed in action with an additional 113,842 deaths from "other causes," for a total of 405,399 military deaths. Or, if you mean soldiers (US Army personnel), there were 234,874 killed in action with an additional 83,400 deaths from "other causes," totalling 318,274. This information came from American War and Military Operations Casualties: Lists and Statistics, a report completed by Hannah Fischer, Knowledge Resources Group, updated July 13, 2005.

What is the appropriate height to fly the American Flag on a flagpole?

There is not a set height that the American Flag needs to be flown at, but it does need to be flown at the top of the flagpole. If other flags, such as State or POW/MIA, are flown around the American flag then the American flag needs to be flown above the other flags.

In the USBattle Deaths figures there is the term Other deaths in service nontheater What makes up that number?

Other deaths include non-war related things like heart attacks, etc. Nontheater means deaths of service members while a war was going on, but the person was assigned to duty in an area other than the war zone. During the Vietnam war, that might have been military deaths for various causes including accidents in Korea, Germany, Italy and the United States.
