You have your lines on wrong. Make sure you have the one with the arrow in coming from the tank, the one pointing out goes to the carb and the one with no arrow goes to the last one

probably either a clogged fuel pump or a clogged air filter.
If you B&S engine is a 280H07, it has a Flo-Jet carbureter. Flo-Jet carbureters are gravity fed from the gasoline tank which is positioned above engine level and requires no fuel pump.
Answer Can be a clogged fuel filter, or possibly a fuel pump going bad. Replace the filter and see if this fixes the problem. Also, be sure the fuel tank is properly vented and/or the vent in the fuel cap is not plugged with dirt.
Make sure the fuel shut-off valve is in the on position. Also could be fuel inlet valve inside carburetor bowl. Check for varnish or gum and/or sticking needle valve. Also common is clogged fuel filter, clogged fuel line, or faulty fuel pump (if equipped).
When fuel is not coming out.
it has a divided diaphragm inside and one side sucks gas from the gas tank and the other side sends gas to the carb. And I think the hose that goes to the decompression aparatis is where it gets its air/suction
Blown fuel pump fuse, bad fuel pump relay, or the fuel pump itself has failed.
For the engine, not the pump, 10W-30 is what Briggs puts in them, but SAE 30 is acceptable if your are not running the pressure washer in cold temperatures. I highly recommend you use synthetic oil in any air cooled engine.
Clogged fuel filter or the pump is defective even though it is running. It may be running but not pumping any fuel.
white smoke is coming from my exhaust why?
Check the fuse, and then the fuel pump relay. If both of these are good, then the pump itself has more than likely failed.
