I had the same problem but only the defrost setting would work. There was no hot air either. Check the vacuum lines at the back of the climate control unit. If they come loose the heat will not work. I don't know if this will solve your problem but as the first answer said. It is a huge pain to get the blend door actuator. More than likely the dreaded "blen door" common problem with the 97's and 98's. You have to pull like half the dash out to fix and the part is a couple of bucks. Good luck with it.
Chances are your heater core is no good. This can be near a thousand dollars in labor alone with another $100 or so for the heater core itself.

Flushing sometimes frees up mineral deposits that then clog up your heater core. My mechanic told me to never flush a Toyota as the heater core was low in the engine. That is, only drain and fill when doing a coolant change to prevent dislodging the deposits.
check the heater core to see if it is clogged make sure it flows well - volkswagons are common for having air when replacing cooling parts- volkswagons have special bleed procedure to bleed air out of cooling system- make sure water is flowing in and out of the heater core properly- the thermostat will not open to allow water to flow if there is air in the cooling system and then in tern will not flow through the heater core to allow you to feel warm air flow into the cabin
