Help 1990 Mazda 929s 71k miles just will not start new starter and more how do you get to the anti theft devices eg starter cut off relay it does not allow power to the starter when ignition is turned?

The starter cut relay is mounted on a large U-shaped bracket just to the right of the steering wheel under the dash: barely visible through the "spaghetti." Factory manual calls this bracket the "relay box," and it also mounts several other relays. The Theft-Deterrent CPU is mounted against the outside driver's footwell (Kick-plate)and is one of three small brains in the area, near the fuse box.

Answer: Most likely battery (you probably surmised this already), however, it could also be a faulty ignition switch or poor connection at the starter or starter module/relay. When the key is turned, do the instrument cluster warning lights come on (& dim slightly)? If so, its not the battery.
