the top hose on top of the tank is to allow any overfill to escape. Any fluid will just flow from the hose fitting and down the side of the tank.

Coolant is fluid that flows through a device in a vehicle to prevent overheating, The coolant level sensor is located on the bottom side of the coolant recovery tank.
When all the coolant in the radiator and coolant tank heats up the volume will increase and force it's way through the weakest point which would probbaly be the cap on the recovery tank - if you have filled the recovery tank to the maximum you had better take half of it out.

Normal antifreeze levels in the coolant recovery tank are around the half way point. This is usually marked with an Full or F on the side.
