are you sure its not rusted? cause me 92 Plymouth acclaim's oil pan rusted, and i had to get a new one. it only cost like 3-$400.
You have to drain/remove the "transmission" oil pan to get access to the filter.

The oil pan of a 1998 Plymouth Voyager is quite easy to remove. Simply remove the series of bolts around the housing of the pan. Make sure to purchase a new gasket when replacing the pan.
It is very near the oil pan.
You never need to replace an oil pan unless it has been damaged and is leaking.
