Epic theater, also known as theater of alienation or theater of politics, is a theater movement arising in the early to mid-20th century, inextricably linked to the German playwright Bertolt Brecht. Though many of the concepts involved in epic theater had been around for years, even centuries, Brecht unified them, developed the style, and popularized it. It is sometimes referred to as Brechtian acting, although its principles apply equally to the writing and production of plays. Brecht later favored the term 'dialectic theater', to emphasize the element of argument and discussion.
'Epic' in the context of 'epic theater' refers to the grand, sweeping scale of the narrative and themes presented in the plays. Epic theater focuses on social and political issues, aiming to provoke critical thinking and reflection among the audience through its use of non-linear storytelling, breaking the fourth wall, and alienation techniques.

Content is what is said and form is the way it is said.

First things first. Before we begin analyzing Mother Courage in order to find out which category the play belongs to, we need to clear our doubts about Epic Theatre. In 1920's Germany developed a form of drama in which presentation of ideas was more central. It used conventional devices like placards, music, films, chorus, narration to create a theatre emphasizing a response of thought rather than emotion. Bertolt Brecht's Mother Courage is a form of Epic Theatre. First because the scenes in Epic theatre are episodic in nature. And also, Brecht used the form of "alienation" to make his audience think. Alienation prevented the actors from completely getting into their character.
