First, if you're trying to get your Masters there, you'll need to be accepted into a German Masters program. More information about that is below under Related links. Then you'll need to go to the nearest German embassy. The visa application should be put in at least three months prior to the beginning of your studies in Germany. The visa application process will require financial proof in the form of 7,908 Euros in a German bank account, or evidence of funding from Germany. To open a bank account in Germany the applicant has to write to the Deutsche Bank (db.student@db.com), and communicate that he/she needs to open a restricted account. The Deutsche Bank then sends an application to the applicant to facilitate the opening of a student account. After it is filled, it must be authenticated by the German Embassy and sent back to the Deutsche Bank by the applicant/prospective student.

It will take the bank about three weeks to process and issue an account number. Once the account number is available, the applicant has to submit a letter to the exchange controller, requesting permission to deposit the money. Once this is cleared the money can be transferred and the Deutsche Bank in Germany will send a letter to the applicant, saying that they have deposited money in your account.
