All you have to do is eat three small meals and drink eight glasses of water a day; also you should do a lot of exercises that will make you swet because sweting gets rid of all the wastes in your body. If you dont want to exercise it will take you longer but it will still work if you have a HealthyDiet which means NO CHIPS. Every time you buy food look at the ingredients and see if the food has hydrogenated oils or sugar. If it has any of those two things then it's what makes people fat, so make sure it does not have any of those two things.

That's interesting--why would he want to be 60 lbs? that's very tiny for a 13 year old. He should be building up weight to grow.

But you'd do it the way you do any other weight-loss diet - cardio, cardio, cardio - at least 3 times a week, for 30 minutes a day. Eat a lot of fruits/vegetables, only whole grain carbohydrates like brown rice, bread etc. , and lean protein like chicken fish and ham. Drink a LOT of water, swap it for anything else you drink. You're gonna have to commit, depending on how bad you want this.

Also, if you are 13 and healthy you should not be wanting to lose weight, as going BELOW the recommended weight range could be damaging, stunting growth and other serious things. The key to weight loss and healthy weight management is exercises and a healthy diet. Dieting also doesn't work, and deprives a growing 13 year olds body of the nutrientsit really needs.
