If your vehicle is a 2000 then it is a known issue and needs taken to the dealership. I am not sure if the repair has been disscontinued but I had the same issue in 2002 with my 2000 s-10 and after some research, I got the issue fixed for free at my dealership. * If your'e talking about the seat recliner lever you can buy a lever online that fits over the broken shaft without taking seat apart takes about 10 min costs $30
You may have to remove the seat to get to the bottom, but you should be able to get a replacment part from the dealer or a wrecking yard and repair a broken handle. If nothing else, take the seat to an upholstry shop that specializes in automobile interiors. Or you can use JB Weld and glue them back on. I used this about 3 years ago still holding.
If the plastic part is broken, it can not be repaired. New latch is about $ 50.00.

the tow-haul switch usually stops working because the wire from the switch on the shift lever is broken. this can be repaired instead of replaced. use a piece of speaker wire to repair by soldering. also put a coil in the wire so it doesn't pull against itself if you have a tilt wheel. remove the cover from the bottom of the steering column and the wire from the shift lever will be exposed so you can get to it. solder in about a six inch piece of wire so it is long enough to be able to flex.
The door shell has the same part number for 99 and 2000 Blazer and S10 pickup.
