You don't necessarily need to worry about it at this age. I have been working out hard and I still have leg fat! :) Anyways, when you get older, the solution to this is to balance out your diet to include healthy fruits and vegetables, protein, and dairy. Also include a upper and lower body work out plan to keep your metabolism high with some extended cardio for a higher percentage of burning fat. You are only 11 right now and you don't need to worry about anything like this. A healthy age to start weight lifting would be around 15. So for right now, you can do squats, crunches, push-ups, pull-ups, and other exercises that don't include weights.
