No it can not. you need a specific router to be able to use xbox live. It is possible to use an ethernet cable to connect to xbox live, or you could do what i do which is using my laptop as a connection bridge to connect to the xbox using wifi.

I've had the same problem, its because your trying to connect to your router through the same IP address. I dont think there is really a solution to this, I recommend either buying a wireless adaptor (this is what I done and is so much more worth it) or you can ring up microsoft.
