If you have a 4 pin relay marked in clockwise rotation as 87-85-30-86 jump the terminal sockets corresponding to 30 and 87.

Jump the compressor relay next to the fuse panel under the hood. Pull the relay out and use a piece of wire to jump the contacts. Compressor will engage, with the engine running fill with your 134a.
Your fuel sending unit is not giving the correct reading to your gauge
Look on the left side (drivers) behind the battery mounted to the strut tower , you will find the battery jump post and with that a cover stating fuel pump relay .There you will find the relay and a fuse.
i think what they were trying to say is if you jump the relay so that it has constant power with the engine not running. This way you can undo the fuel filter hoose and pump the fuel into a container. Just try siphoning as much gas out as possible. Good luck. Then you can drop the tank.
The starter relay or solenoid is probably the problem.
1993 corolla fuel pump relay is said to be behind the radio. You can by pass the relays. Diagnoistic box. Jump +B to FP. Located in both corners closest to firewall.
For testing purposes only you can jump the fuel pump relay (#30 and #87).
Check the fuel pump relay.
If you have a fuel pump then find the fuel relay and pull it, with a jump wire jump pin 30 to 87 and fuel should flow. If you have no fuel pump, then force air into return line and fuel should flow.
prob have a bad ignition switch
You didn't mention the year, make and model of vehicle but if the relay has 4 prongs, remove the relay, with key off probe the 4 connections with a test light, one of the connections should light the test light. Using a jumper wire connect the hot connection to the connection diagonally opposite, this will jump the fuel pump for testing purposes only!
