First, you need to know the telephone number in full international format. That starts off with the telephone country code, which is one, two, or three digits, prefixed with the plus sign. Next is the city code or area code, although some countries don't use city codes or area codes. In most countries, the area code in domestic format includes the trunk prefix 0, but you must drop the trunk prefix when putting the number in international format, so, for example, Dublin's area code 01 becomes +353 1. (There are a few exceptions to that rule, most prominently Italy; for example, Rome's area code 06 becomes +39 06, not +39 6.) Last is the subscriber number.

If you have a GSM mobile phone, or some other kinds of mobile phone, you can enter a telephone number directly in international format, beginning with the plus symbol. Different models of phones have different ways of entering the plus symbol. If your phone allows this, you should use this method, since it guarantees that the number will dial correctly, even if you are using your mobile phone in a different country. Otherwise, replace the plus symbol with your country's international access prefix (most commonly 00, but many countries use other prefixes, such as 011 from the USA and Canada, 010 from Japan, and 0011 from Australia).
