If it is a after-market alarm just look under the kick panel below the steering wheel. Disconnect the connectors to the alarm it should deactivate the alarm. The relay of the alarm should switch power to normal operation.
The factory alarm is built into the Body Computer. It is not possible to unhook it.
The alarm is controlled by the engine and body computers, there isn't an individual fuse.
Removing the fuse will be the easiest way to bypass the 1998 VW Jetta factory alarm system. The alarm fuse location can be found on the inside cover of the fuse box.
To unhook a factory alarm system look for the alarm brain on the dash and Cut the two red and blue wires. Reconnect the wires and the alarm will be reset it self.
