That would depend on the terms of the agreement (warranty or as-is), whether you purchased from a dealer or an individual, and whether your state has "lemon law" protections. If there are lemon laws that apply, you must carefully follow each and every step before you will be entitled to your refund (e.g., notify them, allow them to repair car, multiple times, or over multiple months, then reject the car in a signed writing, or whatever).
Note that a few states have "Lemon-Aid" laws that also cover used-car purchases from private individuals.
Also, if there was fraud by the seller, it doesn't make any difference where you are: that is a crime and a tort, and the contract is void, so it doesn't matter if you had "as-is" conditions.
