whatever you use be careful not to remover the lacquer the best thing to use is super strength nail polish remover that contains acetone I glued a piece of carpet to my bathroom floor without removing the vinyl first when I ripped up the carpet it left the glue on the floor and I went to the chemist to buy nail polish remover that contained acetone and that work great just the job it also removes stupid glue-(Super Glue)

It is advisable not to use metal putty knife and then scrub any stubborn sections using a solvent. Soaking a rad with adhesive remover is also a big help to get rid of the stubborn bits of glue off your oak planks or hardwood flooring. :)
You can stain over glue, but there will still be glue. So the surface will not be flat or smooth. The best way to stain over a surface is to make sure it is smoot first. Use some nail polish remover if it is super glue. If it is another kind of glue then you will want to sand it down as much as possible before you stain over it.
I haven't found one yet, even Goof-Off won't work for that.
Not the best idea. Hardwood floor should be angle nailed down, but obviously you cant do that. I think hardwood flooring would dry out and separate in places if glued.

Carpet glue by its nature is extremely sticky as it is made to keep a rug from moving. If you need to get the glue off of a concrete floor you can use a floor grinder. You can also scrape it.
I have done this and I always have the hardwood installed first. Then I install the ceramic tile. To protect the hardwood floor from getting grout or glue on it I cover the hardwood floor with a soft cover (to prevent scratches) and tape it down. Then place a plastic cover over the hardwood. Then I can install the ceramic tile at the edge of the hardwood creating hardly or no seem and level with the hardwood. When its done it looks beautiful.I would install the tile first , that way you don't risk getting glue or grout on your hardwood.

Scrape as much as you can with a metal spatula then use Goof Off to get the rest. It will NOT harm hardwood floors.

Many 'adhesives' can be removed from concrete. Different ways for different compounds, use the remover that suits the glue.
If it has a timber floor under and vinyl is solid to the floor and not to thick screw down 10 mm ply at 150mm centres. seal ply with pva sealer prior too tilling. If it is a concrete floor it is best to lift vinyl.
