You can't if you lose 10lbs. you will lose it from your whole body not just your waist.

If you have long legs, try going for a waistline that is a little above your hips. if your legs are shorter, go with a dress with a high waistline above the navel.

Anyway, losing weight is a matter of using more calories than you take in. Maintaining your weight is balanced overall energy intake. Calories and energy used need to be balanced.
Yes I know someone without there thumb. There are people that have lost entire arms and legs and live, losing a finger, while not pleasant and certainly not fun, it is not fatal.

That sounds like a really weird desire. Losing weight on legs would be through losing some weight all over, and not doing any strenght building exercises for the legs. For gaining weight on stomach I have no idea, unless you can get pregnant.
