Wire the fog lights directly to a power source or the battery through a separate switch. You can then turn them on at any time. This may be illegal in your state, so check to be sure.
Any light can burn out, no matter how unlikely it may be that both low beam lights cease working simultaneously.

Have you checked to make sure both bulbs are not burnt out on low beam? Even if it is a single bulb for both high and low beam the low beam filaments could be burnt out.
Unless you have fog lights which are specifically designed for the purpose you are better of using your low beam. You have different bulbs for low and high beam. Go to an auto parts store and tell them you need two bulbs for you car, low beam. Look in your owners manual on how to change your bulb. You shouldn't need any tools to do this.
Your low beam headlight bulbs are probably both burned out.

the fuse block or box is located under the steering wheel around 20 fuses, next to it you have the relay box compartment for hedlights, I is HIGH BEAM LH , V is HIGH BEAM RH, VIII is LOW BEAM both sides XI is daytime running lights.
you need to replace the high/low beam switch
