Remove the broken bolt and replace it with a new one. There are several ways to remove that broken bolt. You can remove the valve cover and weld a nut to what is left of the bolt, wait for it to cool off then unthread the broken bolt. You can also drill out the center of the broken bolt and use an easy-out. You can also drill into the broken bolt with a left handed drill bit, sometimes the drill bit will catch and spin out the broken piece. I would go with the first suggestion.
use impact gun or use the the starter to loosen the bolt with a long Johnson bar or ratchet.

There is both a puller tool & installer tool. Some do both. You remove crank bolt & thread rod thru a triangle shaped assy that threads into 3 pulley holes & pushes it off against crank snout,. To install can use bolt & impact hammer or installer that threads into crank bolt hole & you turn a nut to crank it on. Most engine building suppliers have them.
Use an air driven impact wrench.........
Depends on which pulley but most have several bolts holding them on. You can remove the broken bolt or simply not worry about it.
