If an immobilizer light on a 2005 Peugeot Boxer will not go out it indicates a problem with the wiring. The immobilizer can be by-passed until the wiring can be checked.
Changing the fusebox on a 2002 Peugeot 206 will not affect the cooling fan if the unit is replace with a working box. The fuse box's main function is to prevent a power surges from ruining mechanical parts, so if the fuses are fine than the cooling fan will be as well.
I checked in general, and I found an item on eBay which sells Peugeot Partner fob battery as CR2016, but I cannot swear that's correct for an 01 model. Worth a try or a query at a Peugeot garage?

No. The only French manufacturers currently operating in Mexico are Renault and Peugeot.
The best advise is to call peugeot car company or go into somewhere like B&Q and ask. If they both don't know, but they should, you could buy any then put it in the cooling tank mixed with water. Hope helped Luv ya. x x x
Assuming you have checked the water and its topped up, could be thermostat blocked.
If by cooling system you mean the cooling fan, it takes a while for the coolant temperature to rise enough to trigger the temperature sensor that activates the fan. This is to help warm up the engine and to avoid unnecessary operation of the cooling fan when it is not needed.
This would be available through the computer system. You can have it checked by your local mechanic if you think something is wrong.
i had a similar thought but it turns out that they aren't actually on its just air rushing through when your driving, but if you mean full blast the its more likely a short in the cooling system. -Jakey5565
