Check the fuse panel, replace the burned corresponding fuses, or have the car checked out for electrical short
You probably have a rusted or disconnected ground wire to the running lights and side markers.
On vehicles with Daytime Running Lights, (DRL) yes.
The running lights have a bad ground.
The 98 did not come with daytime running lights. It did in Canada and the module is under the left front fender beside the light.
They come on when you start the car. If not, check the fuse, or the module could be burnt out in the front of the car.
I found this on my 1997 Silverado and found the connection from the wiring harness to the back OS the switch itself was loose, I could wigle it arouns and make the lights come back on.

The lights that come on when you put your vehicle in gear are the daytime running lights. There should be no reason for you to turn these off as this is an extra safety feature.
Turn signals that do not work is almost always, a blown fuse, bad bulb, corroded socket, or a defective flasher relay. If the lights come on but do not flash, it is the flasher relay. If the light does not come on, the bulb is bad or the socket is corroded. If one light flashes very fast then your front/rear light may be burnt out. If no lights come on, then your fuse is blown.
If the lights come on but do not flash, replace the flasher relay. If they will not come on check the fuses.
check for power at the trailer connector.
The 1992 Ford Ranger did not come equipped with daytime running lights.
