They all imposed price controls, rationing, strict labor controls, bans on certain trade or ownership, jailed those not willing to be drafted or serve in combat, moved civilian populations involuntarily, and whole host of other authoritarian measures.
Therefore, the use of the word "dictator" is sloppy, imprecise, and leads to nothing more than subjective opinions in a question like this one.
If it is intended to mean only Axis leaders, then the phrasing of the question betrays a Western culture bias (typical of the winners in any war!) and the cumulative effects of the constant media Propaganda of today that the "other side's leaders were the only big bad guys and we are oh so good."
For that matter, has "world peace" ever existed on this planet. There are always Tutsis fighting Hutues, or border skirmishes, somewhere going on. I doubt that "world peace" has ever existed, even for a few minutes!

Dictators took aggresive action but met only verbal protests and pleas for peace from the democracies. Mussolini and Hitler viewed that desire for peace as weakness and responded with new acts of aggression. With hindsight, we can see the shortcomings of the democracies policies.

If the question is specifically asking about how Britain and France appeased the dictators of Germany and Italy prior to World War II, it was by ceding Germany control of the Czech territory called the Sudetenland in the hopes that this would stop Germany's ambitions in 1938. As history shows, this attempt to create peace through concessions to a malevolent dictator was not successful and, in fact, galvanized his push for further conquest.
world peace isn't impossible , peace is generated within the hearts of the people and spreads within the community,........!!! peace will only come when people wont be hostile towards other community and would live for the betterment of there people and wont be ENVIOUS from the progress of other community....!!!!
