The Virginia plan proposed giving states representation in Congress based on population, giving large states much more say in the federal government. The New Jersey plan proposed giving each state a fixed number of representatives for being a state, allowing small states to have more of a say.

The "Great Compromise", as it became known, simply combined the two plans. The Senate would be composed of two representatives from each state, while the House of Representatives would allocate members based on population. That's why California has 53 Representatives to Alaska's 1, but both states have the same number of Senators.
