The Second Triumvirate was given a five-year mandate to rule Rome with extraordinary powers (it was then extended by another five years). After it defeated the forces of the assassins of Julius Caesar (Brutus and Cassius) in the Liberators' Civil War (43-42 BC) the thee men agreed to divide the provinces of the Roman Republic into spheres of influence in the Brundisium Agreement (40 BC). Cleopatra was not so much important to Rome as she was to Octavian. She was the tool that Octavian was able to use against Antony and to wage the war against him. By accusing Cleopatra of corrupting Antony, Octavian was able to get the senate to declare war against her.
