Mussolini's black shirts and secret police informed on everyone and enforced his rule. Opponents were often arrested, or pubilcly humiliated as examples to scare others into line

A very point to make here on this question is the fact that Mussolini ran a Dictatorship government. He rose to power to become the first fascist country. That being said, it's clear as the first contributor said, he was able to control all opposition.
