The Lend-Lease program! The Lend-Lease program is giving a lot of aid to Britain (%60 of the organizations aid)! Germany is trying to attack Britain, and if Britain gets aid then they would most likely stay in the war. if Germany did attack Britain then they would have control over all of Europe, and there next stop would be the United States! It was an ongoing process.

Halfway through Roosevelt's first term, in 1935, Japan announced that they would no longer be bound by the terms of the Washington Naval Treaty of 1923. For a dozen years this Treaty had halted the arms race in naval shipbuilding. Since Japan no longer would be abiding by the Treaty, the US also began to build warships. It takes two years or so to build a major warship, so it was a good thing the US did not delay too long.

The US also began to acquire new models of aircraft. These were modern, all metal planes, both fighters and bombers. The B-17 bomber, which would be a mainstay in the US bombing of Europe from England, was designed in 1935.

Probably the step most noticed by the general public, and the most controversial one, was the beginning of a draft, compelling men into the armed services. This began in August, 1940, after the war in Europe had been going on for a year. It was the first peacetime draft in American history. The draft was to bring one million men into the service, mostly the army, for one year. In 1939, the US had the 21st largest army in the world, with only around 250,000 officers and men. This put US Army strength right behind Bulgaria. By the end of the war the army would be more than thirty times that size. The draft law came up for renewal in Congress in August, 1941, just a few months before Pearl Harbor. By the margin of a single, solitary vote, Congress voted to extend the draft, and keep the million men already drafted in uniform. Needless to say, that million men was not too happy about it. A few months later, when the US got into the war, all men were then in "for the duration of hostilities", however long that might be. The US kept drafting men right up through 1973.

One of the best moves Roosevelt made was to name General George C. Marshall as the new head of the Army, a position called Chief of Staff. Marshall took over this job on September 3, 1939, two days after the Nazis rolled into Poland. Marshall was the true architect of victory in WWII. It was under his guidance that the army grew to more than eight million, and was victorious around the globe. The Air Force was still a part of the Army until after the war, so Marshall also ran the air war. When Marshall took over, the US had only a little army, and it was equipped and trained, and psychologically prepared, to refight WWI. Marshall had to completely modernize the army, and reorganize it, which he did very successfully. Finally, there was money to spend on needed items. Marshall got the army new everything - new design of rifles, artillery, tanks, trucks, radios, the jeep was a new creation.
