There is some true cinnamon grown in Mexico, but Mexico also imports a lot of true cinnamon from Sri Lanka. The cinnamon grown in Mexico is a cultivated crop. The plants would have been imported by someone who thought it a profitable crop to raise.

To my knowledge you can't plant cinnamon. Cinnamon is a tree bark from South America. I do believe it is South America. I know that everytime I need it I have to purchase the sticks. Sometimes they are expensive I think. Unfortunately we can't plant this stuff. It would be a lot cheaper.
