At this time Americans also feared bombing. They would have weekly bomb drills where they would duck and cover. Also with all of the disagremments between the USA and the USSR, they where afraid that nuclear war would break out.

So the overall effect would be the ability of the government to redefine formerly well grounded terms and definitions to new standards of things they never meant before, or Propaganda.
