The true founding of Rome has been lost with the ages, the legend involving Romulus and Remus is what has survived. Although most academics understand the Romans to have overthrown the Etruscans around this time.

Rome was founded by Romulus and Remus, two brothers that lived in a small fishing town, that will later be called Rome; named after Romulus. It grew because every empire who conquered Rome taught them something. The Greeks taught them religion and literature. The Sabines taught them Military and Farming. The Etruscans taught them Government and Architecture. Romans rebelled against the 7th Etruscan King and their Senate would take over. All the empires that ruled them taught them everything them knew because who thought that a tiny little fishing town on the Tiber River was going to become the most powerful Empire in Europe? No one!!

I hope that answer helped!

Rome was never a village. Originally it was the largest of the city-states of Latium (land of the Latins). Rome then expanded into Latium, taking over some other Latin cities. She also took over the Etruscan city-state of Veii, which was next door to Rome, across the river Tiber.

Rome fought three wars against the Samnites of southern Italy (the Three Samnite Wars, 326-304 BC and 298-290 BC) together with allied Latin city-states. After the first war the Latin allies, together with the Volsci (traditional enemies of Rome) and the people of the city-state of Capua, rebelled against Rome. Rome won and annexed most of the Latin cities, the Volsci and Capua. Rome ceased to be a city-state and become a commonwealth comprising the mentioned peoples and formed a state which had a regional size. After the Second Samnite War, Rome forced five small peoples in central Italy (the Marsi, Paeligni, Vestini, Marrucini, and Frentani) into alliances; thus increasing her sphere of influence. In the Third Samnite War, Rome defeated an alliance between Samnites, Umbrians, Senone Gauls and some Etruscan city-states. As a result, Rome expanded into the mountains of central and southern Italy. She also forced these defeated peoples into alliances

Rome's allies had to supply soldiers who fought in auxiliary troops which supported the Roman legions at their own expenses in exchange for protection and a share of the spoils of war. The allies provided 60% of the pool of military manpower available to Rome. This was the largest pool of military manpower in the Mediterranean. This large manpower played a crucial role in defeating the attempted invasions of Italy by Pyrrhus (Pyrrhic War, 275-270 BC) and Hannibal (Second Punic War 218-201 BC). Rome became the biggest power in the Mediterranean.

You could say it was Romulus and Remus and their kin who founded Rome, or you could say it was refugees from Troy under Aeneas who founded Rome. But the reality of the matter is that Rome was more than likely founded by a group of Latin farmers and tradesmen who banded together for mutual protection.
