Eisenhower had US personnel present in South Vietnam to help the transition of French withdrawal in 1954; when they were gone, he promptly dispatched US troops to bolster South Vietnamese defenses in 1955.
It depends on when in 1973 you're talking about. On March 23, 1973, as a result of the Paris Peace Accords, the US withdrew its remaining 2500 troops. The Department of Defense lists 1973 troop levels (presumably after the aforementioned troop withdrawal) at 50 US troops and 111000 South Vietnamese troops.

Ultimately the withdrawal of American troops from Vietnam could be used to define the end of the war, the last of the American troops did not leave until the Paris Peace accords were signed in 1973.
Rutherford B. Hayes took office March 4, 1877. He removed the last of the troops in Louisiana and South Carolina AFTER he took office as President. The Compromise of 1877 called for this withdrawal and helped put Hayes into office without disputes of the election.

The election of 1876 in South Carolina was marked by widespread voter fraud and violence. The Republican and Democratic parties both claimed victory, leading to a political and constitutional crisis. Ultimately, a compromise was reached that allowed Republican Rutherford B. Hayes to become president in exchange for the end of Reconstruction and the withdrawal of federal troops from the South.
