Augustus did not, as policy expand the empire. He reduced the number of legions however, on a "must do" basis to secure the empire, Augustus conquered northwestern Spain, the Alpine region in eastern Switzerland Austria and Bavaria, western Hungary and much of the area of the former Yugoslavia. He also expanded the frontiers in Africa. He turned client states in Syria and central Turkey into provinces of the empire.

An attempt to expand into Germany was defeated and Augustus decided to stop the expansion of the empire. The set the rivers Rhine and Danube as the frontier of the empire in Europe. He also negotiated peace with the Powerful Parthian (Iranian) Empire to avoid bloody and costly wars in Mesopotamia (Iraq).

Augustus did not help to build the Roman Empire. it was already there. Much of Rome's imperial expansion occurred during the period of the Roman Republic.

What Augustus created was the 503-year period of rule by emperors which followed the Roman Republic. He emerged as the final victor of the civil wars which tore the Roman Republic apart. He did away with the republican institutions, established his own absolute rule and became the first Roman emperor. Absolute rule by an emperor continued after his death.

When Augustus became emperor, it ended years of civil strife. Rome became unified under one leader. With no wars to fight, trade between the vast corners of the empire flourished, with the city of Rome taking its cut of all transactions. Taxes from the provinces raised the standard of living in the city at the expense of the provinces. Rome became the hub of the commercial, musical, artistic, literary, architectural, engineering, and political world-at least as far as the Mediterranean Rim allowed.
