There was a dispute over representation of the slaves. The North wanted the slaves not to count for representation, but to count for taxes. The South wanted the slaves to count for representation but not taxes. The slaves never pay taxes, but the owners of the slaves pay the taxes for the slaves, so you would see why the slaves owners would not care for having the slaves count as taxes. The Southern areas have more slaves than the Northern areas. The compromise they agreed on was called The 3/5 Compromise, meaning 3/5 of the slaves would count for representation and taxes.
The first time it became clear that slavery was becoming an issue came as the American Confederation was beginning to finalize the US Constitution. Northern colonies favored the abolishment of slavery. This could be done gradually if needed. And it was entirely possible as the slave population was small. Southern interests objected and the best compromise was met. Slaves would no longer be imported after ten years. As US grew at a staggering pace. In the early years of the 19th century, people opposed to slavery and its growth became more vocal. Soon political groups in the North were formed with the goal of abolishing slavery. Now it was, however, a major part of the Southern economy. The people opposed to slavery were called abolitionists. They were a vocal minority. However, in 1820, it became clear there was a "slavery" problem as new states were entering the Union. That date, 1820, saw the first attempt to settle the slavery issue, trying to keep the number of slave and free states equal in number. This problem was soon getting out of hand.
Most Americans living in non-slavery states did not want slavery in their states and that was part of the situation in antebellum America. On the other hand, Northerners had some ideas that were part of their time, and not part of modern thinking. Here are some examples of this:1. Many Northerners did not really care about slavery in slave states. They were born when slavery had already existed in North America for hundreds of years;
2. Many Northerners did not believe that slavery was right, however, they also did not believe that slaves were equal to Whites. Some states even did not allow Blacks in their states;
3. Since they believed slavery was not right, they believed that the USA was better off if slavery was not permitted in the western territories; and
4. Southerners had opposite views but did agree that Blacks were not equal to Whites.
