For the Puritans who founded and developed the Massachusetts Bay Colony from 1628 onward, the role of religion can hardly be overstated. Their reason for migrating to the New World was essentially religious: they sought to practice their faith without inhibitions or persecution. Hence, upon their arrival, they ordered their society from top to bottom through faith-centric understandings of themselves and of the world.
The puritans governd the colony about taxes. They wanted to prtactice religon MORE freely they believed god sent down mermaids to tell the amount of taxes to pay. The Massachusetts Bay Company had a royal charter from King Charles I to establish and maintain settlements in areas of Massachusetts north of the Plymouth colony. The charter also established the General Court of Massachusetts, which would be made up of the freemen of the colony and had the authority to elect officers and make laws for the colony. John Winthrop was appointed as the first governor of the colony.
The first meeting of the General Court, in 1630, was attended by only eight representatives. They voted to grant legislative, executive and judicial power to a Council of the Governor's assistants (which happened to be themselves), but they also expanded the number of delegates in the General Court.
In 1634, the delegates voted to move legislative power back to the General Court. The General Court would be made up of two delegates from each town, plus the members of the council, and the governor. The newly-reformed General Court immediately proceeded to vote Governor Winthrop out of office, much to his surprise!
Winthrop was succeeded by Roger Dudley, who served several terms as governor. Over the course of the next seven years, the general court would formulate a complete set of laws, which were codified in 1641 as the Massachusetts Body of Liberties.
While the laws that they enacted embodied much of Puritan theocratic principles (and quite a lot of religious intolerance toward non-Puritan sects), the method by which they formed their government and created their laws was definitely democraticand independent from English rule. Eventually, the British government recognized that things were getting out of hand; in 1661 King Charles II revoked the Massachusetts Bay Colony charter and sent over a royal governor to enforce English laws.
However, the seeds of democratic self-government had been sown in the minds of the colonists.

The Massachusetts Bay Colony (est. 1629) began as a Chartered Colony under the control of the Massachusetts Bay Company. Started as a refuge for Puritans by John Winthrop and other influential Puritan Businessmen, the colony eventually grew into present-day Boston. In 1691 the Company lost control of the Colony and it was written a new Royal Charter under the direct control of King William and Queen Mary, thus becoming a Royal Colony.

The first explorer to arrive in Connecticut was Dutch explorer Adriaen Block. Soon after his exploration of Connecticut, John Winthrop, a member of the Massachusetts colony, received permission in 1636 to make a colony at Old Saybrook, which is at the mouth of the Connecticut River. During this time, a large group of settlers, Puritans, led by Thomas Hooker and coming out of Massachusetts, settled in the region, soon incorporation Old Saybrook into it. He soon broke from Massachusetts to create a Puritan settlement at Hartford in 1636.
