not sure what year you have but on 1986-1991 it is on the ignition coil closest to the battery
Check the Ignitor
It's either mounted on top of the coil bracket, or on the wall to the left of the coil.
bad ignitor or coil .
I'd also check the coil.

Hi, The condenser or the coil could be bad, i.e. a dead short or the ignitor, the main relay could also be shorted . Those are what I'd look at first as they are all protected by the 15A fuse.
It sounds like the Camry has lost power to the coil. Check the wiring from the coil to the power, and check the coils ground circuit. Either of these can cause the problem.
Disconnect your negative battery cable. Pull out the coil to distributer cap wire. unplug the wires going into the coil, remove the bolts holding the coil mounting bracket and slide coil out.
In my 1989 CRX HF, it is under the distributor cap below the coil. It should be the same in 1991. Don't forget to check the IG 50 A fuse (under the hood) and Alternator fuse under the dash. Check ericthecarguy.com great repair viideos on you tube. Good luck Nick
You probably need either the ignitor or an ignition module. Both are available in the aftermarket industry.
If you're referring to a "coil on plug" type design, I know 5th Generation Civics didn't use this. The coil/ignitor is internal in the distributor. As far as testing THESE, there are SEVERAL online manuals available for FREE downloading. Hope this helps...
