sounds like a dead short in the tach wire, trace the tach wire and see if it the wire insulation has been broken.
You don't. A tach (tachometer) measures engine RPM (Revolutions per Minute), not mileage.
The instructions will come with the new tach.
The tach should connect to the distributor.
